I just want to make a point: in Brazil there´re 200 million people, 600 thoushand HIV+, most of them men from the 80's and 90's. We´d forcasted that would be 2,5 million by 2001, but our gov took firm measures and we managed to control the spread of disease. That fact that this element got infected here implies nothing, for as long as we all are aware, California is the most concentrated HIV+ patients in the americas. Not to mention the vast use of needles in the san fernando valley.

As a medic/security guard my job is constantly getting more and more regulated, tons of protective equipment is used and it seams every year there is another safety/training regulation. So why can't the gov't legislate protection in this case? (5:34) Seems like they are unwilling to me!
