In a more recent time in Metal Gear where nanomachines are implanted on most people... Anyone who tries to mention the Patriots are programmed to say La-Li-Lu-Le-Lo instead. It's a taboo and any person with nanomachines won't be able to say the word Patriots.
The La-li-lu-le-lo is a cover up word people say when they mean to say Patriots. Drebin explains in MGS4 that anyone who can say Patriot isn't under they're control, while people who are say la-li-lu-le-lo instead to cover up the Patriots name.
