Why? The Cube took torpedo hits and wasn't damaged. They clearly could have destroyed the Enterprise whenever they wanted but they wanted to capture and assimilate, not destroy. Like a cat playing with a mouse.

Borg learns and adapts very quickly. They _become_ stronger. From the description I suppose this is one of the first contacts between Borg and the Federation... so here, the technology of the Federation is still somewhat unfamiliar to the Borg. Hence they seem "weaker".
