I don't buy this one, Fema does good work. Building housing is a really good idea from a natural disaster standpoint, as all the displaced people will need somewhere to stay. I don't think the housing is a concern in the slightest until they start building guard towers and razor-wire fences around them. Until then, housing is a good thing, unless you like homeless and desperate people.
