"Tax cut versus refundable tax credit" is unrelated to health care - both candidates are idiots when it comes to their proposals. (But Obama's plan is likely to cause a greater shortage of doctors, because of cost-cutting measures he would have to impose. The smartest students will go to law school rather than med school because Obama will limit physician fees.)

No, Obama's plan is to give the $1,000 refund even to people who make so little that they have zero income tax liability. That's why he refers to it as a "refundable tax credit" instead of a tax cut (at least in the fine print). Let's say you make only $5,000 per year. Your income tax is zero. Obama is pushng a refundable tax CREDIT - which will give "refund" checks of $1,000 to people who don't even pay any income taxes! The simple solution is to let the free market work. Get rid of the federal intervention. Without government, the banks would never have made the risky sub-prime loans because Fannie and Freddie wouldn't have been there to buy them from the banks.
