I mean, policies are decided and approved by party conferences (ie by their members), put to the country in a ballot, and then people decide if they want to vote for the policies, rather than the leaders.

That is exactly our system, as flawed as it may be because the party can still push through the policies they want as long as the party whips do their job. The UK is effectively a dictatorship because of a lack of consitution that defines every citizen's rights. Which is a scary, especially if a party with exctremist right views (such as the BNP) gets elected into government, however unlikely that may seem at the moment. The BNP does not equal patriotism.

A couple of months ago he was being congratulated by world leaders, such as Obama, for the way he had shown leadership in acting (rather than talking) about the economic problems which (being fair to Brown) started in the US.
