There's an actual back story released for Kefka, can't remember the name of the novel. He was an abused child and joined the Empire, went mad from the Magitek injections, but he was always anti social. I think the nihilism and misanthropic sociopathic tendencies must of been helped a bit by the experiments.

As soon as Dr. Cid realized the errors of the magical infusion, he then applied a miracle serum for the process. It was already too late for Kefka. Plus, Kefka was once the right hand commander of Gesthal during his younger days. Such a noble warrior he was....
