@egosdark003 Called a rev limiter and obviously using a launch control system hence why it start's sputtering like that at a certain rpm. It purposly miss fire's the engine at any given set rpm you set it too so that the turbo can spool up to it's max for a increased launch. He could set it to 4000 rpm so it barley revs up and it would still do that while the turbo slowly spool's up to it's max psi boost before a launch.

@7622946 since the turbo spools to it's maximum at a relatively higher RPM ~ 6500 RPM and sufficient power is required at lower revs, more fuel is added to the mixture to increase power and as such slightly unburnt fuel leaves through the exhaust and burns up at the tip due to high exhaust temperature. Two step is also known as anti lag.
