She is literally saying something along the lines of "What the hell are you doing?" There's not an exact swear word being used though. Her rudeness comes across is the grammar structure and tone of the words. She's saying nani yatteno omae. Omae literally means you but, it can be rude and in general calling someone you versus their name in Japanese can be rude.

Ah, cameras up the skirt. Now you know why there are women only cars on each end of the train during rush hour and why japanese phones all force the shutter sound on. (no option to turn it off). Although you will find guys in the trains with cameras in their shoes ;) it is illegal and there are "speak out" lines or you could talk to the police at your nearest Koban (depending on your city they may have english speakers). I find the police are the most helpful.
