Actually those are came from mindanao and most of them were Tausug (muslims). They came over here in cebu city port since 1996. The reason why they came here due to poverty, not enough job in there particular place, and their city was not highly urbanized, lacks of funding's, benefits health care and most of all full of terrorist. And now you know the real story. :-)

My friends told me these people are from the tribe called badjao they are from the southern part of the philippines in Jolo mindanao they come to cebu for a better life but this is what they do they wait for cruise ships near the dock and dive for coins.
