In oil paints, cerulean blue is the most expensive color but it's an ugly, gray blue that I don't like. Pthalo blue is a beautiful blue and it's cheap. So in oil paints, the cost of the pigment has little or nothing to do with the desirability of the pigment.
THOSE cheap oil pastels from that cheap assed pack? I got my brother a 68 (or 63) piece set at Big Lots for $5 that oil pastels. OMG, those are by far the worst I've ever worked with! I don't recall brands worst than that. Other cheap student brands were way better than those cheap ones you used. Yeah, student brands don't blend like Sennelier, but they were FAR MORE better than the oil pastels outta that art pack (Pentel, Pro Art, Sargent Art, Cray-Pas Juniors, and the list goes on).

@henrycems Actually I do not find it to be the same with soft pastels. Others might disagree with me but I find that even cheap soft pastels work quite well. Most of the soft pastel drawings I have done are with a set of 24 sticks that were around 10 dollars.
