I feel for fabi-o because ive used dictator from time to time and im most comfortable with the rufus bison match-up. Once you get a decent life lead or any lead, the standing roundhouse is the anti rufus weapon. he can no longer jump in or use GTs to move in but if he gets in u wanna get away quickly because bison has no great moves to stop close range pressure

LOL, Im sure you admire Akuma just because hes an overpowered hidden boss. If you cant win with anybody other than a shoto, well I'm sorry, everyone can agree the SF series heavily favors them.
Akuma has by far the most "safe" moves in the game and a tiny hit box, as well as a teleport. Seth gets dizzied way fast and his power isnt near Akumas.

Seths HP is much lower and his power is nowhere near Akumas, people just want to feel like using a super shoto makes them accomplish something. Vipers execution is more difficult. Akuma by far has the most "safe" moves and can get extra hits in ways nobody can.
That's debatable and in the serious environments irrelevant since no one can use Seth.
Seth has a fireball, stetchy limbs, teleport, 360 command grab, tandem engine, wall jump, SRK, a dive kick, and an ultra that can punish EVERYTHING. If Seth has ultra, you can't even jump because it can punish that. Only thing really that Akuma has over seth is an air fireball and maybe the demon flip shenanigans. There's a good reason he's got less HP than Akuma.

Look up the technique "plinking" on SRK, it should help you out a lot.
