No. He's actually improvising a little rap. If you look up "Ianto rap" on youtube, you'll find the original clip. But he really looks like he's saying that, doesn't he? :3
Or do you mean that interview in the information? Yes, Gareth actually said in an interview that his favorite song from Laby is Magic Dance.
