@kikn64 Hard to say. Rasengan is a spiraling force of energy that repels all that it hits. But Jet Gatling is an attack so fast that all of its hits seem to land at the same time, leaving no time to repel that energy. While it would be close, I would have to say Jet Gatling, only because its area of attack might reach around the Rasengan. Rasengan has power, but Jet Gatling has speed, range, spread, and still power to boot.
