actually, that IS a foolproof plan to get naruto. hinata working at his fav ramen joint I mean, and we all know hinata's one HELL of a good cook. if she spends more time with naruto, and vice versa, then he'll notice her, and she'll be more comfortable/braver around him. and if naruto starts thinking of her whenever he smells ramen, which he loves, he'll fall in love for sure. scent affects attraction even more than appearence after all.
