No. Maybe in the dub they say that but in the manga and original Japanese version (real DBZ) Goku is 13 when he meets Bulma (but says he's 14 because he doesn't know how to count, he later learns he's 13 when Roshi teaches him numbers). She is 16. That's why in episode 2 of Dragonball she kicks him out of the bathroom and calls him a pervert. This is why its good to watch the original instead of dubs. They fuck everything up.

Well by fuck everything up I mean they didn't stay faithful to the script. Watch Vegeta's death scene in english then in japanese w/ english subtitles. its almost an entirely different dialog.
