The album was recorded shortly after Bob Wills had a stroke as I recall or it may have been done right after Bob died (don't remember) - Merle Haggard did a tribute album about the same time (to Bob) and the stroke or Bob's death may have had something to do with Waylon writing the song but I think it was a shot at Willie, too :)
This live version was released on the "Wayon Live" album which was recorded over several concerts in Dallas, Austin, and El Paso. I *think* the "whoops' comment at the first part of the song comes from the fact that he says he wrote the song on a plane between Dallas and Austin... then he realized he was in El Paso and added "on the way to El Paso... whoops".

Bob Wills infuriated producers with his studio yelping during recording sessions.

Putting D.A. Coe in the same league as Waylon and Wille because he was "an actual Outlaw" is like saying Charles Manson is on par with The Beatles. Yeah, I know about D.A. Coe's legal troubles -- was it a crime of passion? The term "Outlaws" stemmed from the Waylon and Willie troupe's decision to shun the canned Nashville sound. When Hank Jr. decided to quit performing covers of his Dad's songs, he also became an outlaw and took a lot of flack from the studios -- hence, "Family Tradition."
People don't have any right to make a claim on any dispute between Waylon and Willie. All good friendships have rough times. And for them to do "The Highwaymen" shows those times back then weren't all that bad. Just enjoy the music and stop bickering.

When he passed away the Austin American Statesman( I'm about 20 miles east of Austin) had a big article on him and a lot of people that know him when he was in Austin were talking about how he wrote that song.Willie told him to come to Austin that the dope was good and the gals fast but when he got here it wasn't like that. After a spell Waylon thought Willie was getting big headed and that's when he wrote the song Bob Wills is still the king to put Willie in his place.
