What it says is that anyone who uses any part of the millitary as part of a posse shall be fined and/or jailed as a court deams approprit.

What this means is that the millitary can be used for law enforsment, but not by state or local authorities.

The US Military works only for the US goverment. And no one else.

I hope that the President was just thinking about how the Posse Comitatus Act kept him from getting the troops to where they needed to be in a timely manner after Katrina struck. Or perhaps it was Bush's typical reticence in using his veto powers.
