That's ridiculous. The prosecutor was working with the suspects instead of her working with the cops and concerned citizens. Someone got paid somewhere and had the pull to convince the prosecutor not to press charges.
All the good work of PAWS and the police shouldn't go to waste because of some local prosecutor's decision, a decision that the prosecutor refused to defend by not answering phone calls to her office. Fight animal crulety and human stupidity.
