It feels like to me that waterboarding was an attempted shortcut and a way to punish the terrorists but they had to try to suggest a different meaning to the word to make it 'legal'. But I could call slavery 'extended indentured servitude' but it wouldn't make it any less wrong. It makes little sense to me though. I'd say anything to end the suffering of waterboarding.
