Megashorts this is the seal of Rassilon but it is merely the updated new series version. RTD said he updated it because it didn't fit with the other Galifreyan symbols they had created at the time (2005). However the old seal has been used in the new series on the floor next to the hole in time on Galifrey during the flashback in series 3.
@Dubzoomember Oh, thanks for letting me know! I just thought this was the Seal Of Rassilon because the other has the Seal of the Cossair, but looking at the Seal of Rassilon from the classic series, there are quite a few differences. Is it a sign for Gallifrey itself then? :)

@megashorts most think its some gallifreyan writing, because it appeared on some post-it notes on the 9th/10th doctors tardis and also on the screen, it on the new tardis screen aslwell on a light above the door, the gallifreyan soothsayer was seen scribbling symbols like this aswell
