GTA 4 would be a perfect game with San Andreas features, like gang territories, commanding your own gang, jetpacks, planes, bicycles, losing/gaining weight/muscle, changing your haircut and uh, more cheats that do more things, cellphone didn't close when you got shot (always annoying with cops) skateboards maybe? being able to play basketball or other things, more clothes.. and FOR THE LOVE OF GOD JUST REMAKE SAN ANDREAS.

Then complete some of the main story missions until it opens up the other islands.
