they're snow chains. they're either air or electric operated from inside the cab. they drop down and a disk runs along the inside of the tires and makes the chains spin under the tires for traction.

A fire company not too far from where I used to volunteer with used to have a Ford C/Bruco Heavy Rescue with a 534 in it. We had a nearly identical rig with a 360. Guess which rig was the quicker of the two? That's okay ours had a Q on it, theirs only had a PA-20 electronic.
Good ole Ford sounds like a hoss.

That Kenworth rig came from Conover, NC. It's a 1976 model if I'm not mistaken.

Otherwise, this would be a C-8000. C-900s only had gas power (diesel engines would be in these only by conversion).
