For Ho-oh: With Secret Slab or Mystery Part in your bag, head to Mt. Mistral 19F Ho-oh is on this floor, you jsut have to find him.

Surrounded Sea is unlocked after you save scizor for Crevice Cave (Post-game story)

Mt. Mistral is obtained by wondermail, Pokemon in Spinda's Cafe.
