I don't understand the statement here. According to you, the long term budget was not put into consideration? Well that's true isn't it? No one expected the religious fanatics in Iraq to gut each other out based on who believes in "Ali" and who doesn't. True Saddam secured peace between the Su/Shs with an iron stick but by stating Iraq was a modern society is a joke. He was a torturous dictator and while his family slept in fine linens his people were made to serve the worst hardships in life.
As far as the long term investments go this is the ultimate brilliance of the Bush/Cheney plan. Once Iraq has a chance to stand up on its own feet and considering their vast reserves of oil, investments between the U.S. and Iraq(& profits from trade) will eventually pay off SOME of the cost of the war and help invest in America's security as well as secure the prosperity of the Iraqis. U.S. has reached peak oil and only Iraq has the option to bail us out.
