They had already stopped the car, they weren't resisting arrest. There are a number of different levels of crimes, and to say all criminals rob, beat, rape, and shoot is a major generalization.
There was no evidence that they were guilty of anything more than running from the police, and after they were on the ground, HELPLESS, they were repeatedly beaten for a period of time. This is a very typical and common problem in Philadelphia. The police are out of order and the law lets them go. I don't see what could justify so much use of force. They might be "doing their job," but they aren't doing their job the way they are meant to do. These "Philadelphians" of the grand jury got it wrong! The suspects were from a shooting, they ran from the police and believed to be armed and dangerous. I do not believe the police overstep their boundries of power. Extrapolating, using the Philadelphia Police Department's own statistics, 4.8% of cops will be arrested. Also, a large study evidenced that only 8% of corrupt cops will be prosecuted. Using the aforementioned set of data, assuming a proportional distribution of felonies committed by cops arrested and those not, one could logically conclude that 60% of cops are criminals. That percentage is probably 100% if conspiracy and aggravated perjury are counted (re: the blue wall of silence.)

There are a number of different levels of crimes, and to say all criminals rob, beat, rape, and shoot is a major generalization.
There was no evidence that they were guilty of anything more than running from the police, and after they were on the ground, HELPLESS, they were repeatedly beaten for a period of time. This is a very typical and common problem in Philadelphia. The police are out of order and the law lets them go. I don't see what could justify so much use of force. They might be "doing their job," but they aren't doing their job the way they are meant to do. These "Philadelphians" of the grand jury got it wrong! The suspects were from a shooting, they ran from the police and believed to be armed and dangerous. I do not believe the police overstep their boundries of power.
