Le Chiffre is more in control of the situation. He actually takes his time by drinking coffee, smoking a cigarette, and giving a long hopeless speech while beating Bond's balls with a carpet beater.

After Bond passes out from the pain, Le Chiffre gets fed up and twists Bond's ears, slaps his face several times then pours the remaining coffee on his face until he comes to.

Bond is actually traumatized by the experience when he recalls it later on.

His screams sound way too comical and unrealistic: he doesnt sound as if he really is in pain. A torture scene is supposed to make people feel sorry for the character and care about him/her and not be comical. Compare a better torture scene e.g. Hermiones torture in the Deathly Hallows P1 with this and you'll see that it is ten times better than this.
