Plug in those factors into the drake equation, with the assumption that earth does not have enough fossil fuels, and I assume that the Fermi paradox resolves its self. It is an unfortunate likelihood, and one I dread is quite bad news.

Peak oil solves it.
There's plenty of oil...in the andromeda galaxy. The milky way will collide with andromeda in 3-5 billion years, and then we can replenish our reserves. Simple.

There are HUGE, PROVEN reserves of oil in the Empty Quarter, Offshore (North Sea...and elsewhere), Azarbaijan/Caspian, Tarsands.
I'd worry more about peak FOOD AND WATER. We're in for another dustbowl, here in the Prairies. The Indians have more-or-less scraped the bottom of the barrel of their 'fossil' aquifers, for irrigation (~50% of India's power grid feeds pumps). And there are WAY too many people--especially in developing countries.

Cant they utilize this last bit of oil wisely? Inform communities to start farming on an individual basis or community basis. Drill water wells in various places, purchase mopeds, ground flights keep only trucks on the streets using Hydrgen fuel cells and such like things.
I dont know, I can only think of a few things. Ugh, I feel like I learned of this too late, desiring to get my house in order but the prices of everything and my unconvinced husband is like a brick wall I cant get through
thats sad to hear. Im lucky enough to have a spouse who responded as I did. We've turned our savings into a self sustainable home with a plot of land with 300 miles in every direction without a soul. We're not living there yet, but its there waiting, with everything we need to live and provide for our child. Because when it crashes, and it will, I dont want to be anywhere near the chaos.

I very rural myself nevertheless I still have ten years on my mortgage (though no other debts) and I know if the money dont come in to us and get "there" they will boot you out despite your excellent standing theres no mercy. I might not be surrounded by people but unfortunately I live where pit bulls are often fought, if those folks become homeless I havent a chance in hell against one of those
Where would we be without oil - if it had never been found or for some reason it had never existed? Well we'd have still got to the stage of coal and steam energy, would have used wind energy and water energy a lot more probably, might well still have got into nuclear. But the world would not be as it it right now.
I wish people would listen. It seems so strange to think eras end, but they do. The world used to run on wood and animal power. Then whale oil. Then coal. Now oil. The ride is over. Everything you see around you was made possible with oil. Think about it.
you have obviously never been sick 99% of pain treatment & medicine is based on oil, we live longer and sometimes healthier because of oil, all our food is grown, fertilised & transported through burning oil! most components used for wind power sun power, electric engines batteries are all only possible because of OIL. we live, bathe in, eat it from birth! it gonna be a tough one when only a few will have access to oil and we the rest will be left to starve and die!

Doesn't change that fact that if you dig up a substance from the ground & burn it, it's no longer there!
if our rate of burning continues to increase, the issue is an exponential burn rate of a finite fuel source..

Oil is being drilled out of more than 30,000 ft today and out of granite and other bed rock!
Obviously it is not of fosile origin!
There are no sedimentary rocks so thick!
Even the oil in the North Sea and off shore Norway is drilled out of granite!
God is reproducing oil daily deep inside the earth.
Therefore "empty" oil fields just fill up again after a few years!
Also the climate change is a lie! Google for climate-gate!
