Took a little bit of digging but I found it Tom Waits - Kommienezuspadt from the album Alice. It really threw me off since I have only heard Tom sing in english. Great song though.

I don't think this song is in any language. As far as I know it's all nonsense. I could be wrong though.

It's in German, "Komme nie zu spät" means "don't ever arrive late" and "Sei pünktlich" means "be punctual". The rest is crazy nonsense kinda like german.
