Cartoons are animated. Anime is two things, one being traditional Anime shows like Excel Saga, Nura Tura, Chobits, Naruto, InuYasha, Sailor Moon... Then you have the cartoons like Invader Zim, Angry Beavers, and even Bugs Bunny, which are the American (and Euro, Canadian, etc...) form of traditional (usually Japanese) Anime shows. -sigh- That which we call Anime is what Japan would call Cartoon. And Manga is the Japanese version of a Comic Book.

I think that this show is more under the classification of "cartoon/ animation" more than anime especially considering that this is an American production. however the artist/ writer/ creater Jhonen Vasquez has said in a couple interviews that he is a fan of japanese anime and I think that this has influenced his artistic style a little bit. This is why probably why people keep arguing that its anime when it isnt really.
