Oh, brother! I worked for a year at a fiberglass company and we made hundreds-thousands of these things- they are grave liners. They prevent the graves from caving-in collapsing the coffin in lose or sandy soils. Most graveyards use therm to keep the surface of the ground from sagging after heavy rains. They cosgt about $800.00 each and are sold to bereaved family to keep the grave intact. However, most people don't realise the graveyard will use this free if the family does not buy it.

I'm glad FEMA bought coffins. I don't see why people are so shocked. Coffins are important in a disaster -- by placing dead people in coffins we protect the living by limiting the spread of diseases. FEMA is tasked with EMERGENCY management. They need to be prepared for everything -- even the terrifying, hypothetical, once-in-a-million scenarios. It's not a 'sign' of some nefarious government take-over. It's a sign of smart, rational people doing a good job of preparing for the worst.
