no its not it will be available for download on the xbox live marketplace sometime this month and the reason it is only on xbox 360 is because microsoft gave R* $50,000,000 to do 2 new episodes where is this one is just the first and apparently they are going to release gta5 end of 09 which when you think about it, isnt so impossible when just a year after gta3 they released vice city which was allot different and a whole bunch of new features but this is only a rumour.
