The government worker per square mile comparison is misleading. NJ has the highest population density of the country (1,134/sq mi, compared to 83/sq mi in the USA as a whole). That's more than 13.66 times the national average. 13.66 × 6 (govt worker per sq mile on avg for the country) = 82 govt worker per square mile if the USA as a whole had the same population density as NJ.
A government worker per capita ratio would have been preferable. But then, it wouldn't have been as startling...
