That isn't simple the form to rescind a W4 was never created. The form name W4-R and the rules of it are in the IRC, but they never decided to create the actual form. What would be needed by a Non-Taxpayer would be to complete the proper forms to get incorrectly held money returned. One would need a Form 4852 (Substitute W2) to send in the corrected information with their correctly filled out 1040 form. That is all a Non-Taxpayer needs to do to get their non-federally connected money back.
