i saw on tv a very little few east-animation in '70 years,when i was a child...this before the anime japanese invasion.i don't dislike them but i have some nostalgia about magyar and polish's cartoons. bye from italy

This cartoon looks old enough to be from the USSR but the concepts and the way people act seem very American. When was this produced?

That's the point - the cartoon pokes fun at how their behavior is weird for a typical Soviet Russian of those days, in a humorous way. To contemporary viewers, the plot was clearly unrealistic and just part of the comedy. But it did mark a shift in the portrayal of those Western values, from loathsome and cruel to cute and funny.
