In Europe, German/Axis control industrial complexes are bunch up together in a single area away from civilians buildings. While, in Japan, Japanese factories are surround by houses. Regular bombings or fire bombings are virtually going end up with the death of countless civilians. The USAAF decide to chose a tactic that save their pilots and is economic cheaper. War is hell on earth.

In the case of Japan, the USAAF did not want to risk their pilots life. That why the USAAF adopted the British tactic of firebombings. Dresden was indeed bomb by the USAAF Eight Airforce. However, they were under the command of the RAF high command. The RAF commanding officer want and did order the bombing of German civilians.

The USA won because it had a huge infrastructure behind it and could train new pilots and could build new planes, etc. much faster than the Japanese who have virtually no natural resources on their mainland. That's why the Japanese lost.
The Japanese based thier military conduct code on the Bushido samurai code, so they fought to the death than surrender
