You should invest in some pH up which is potassium hydroxide, vs the sodium bicarbonate which can interfere with cation uptake, K & Ca IIRC. And ground those reflectors man! Sorry, don't mean to be a critic, just tryna pitch in my 2 pennies. Happy growing:)
@joshmc6 Nothing special. If your nitrogen is too high you'll get blossom drop. I switched to a bloom solution with low nitrogen when I got the first flowers. It took about 4 days to see little peppers after pollination.
i wonder how the plant would have done if you had trimmed some of those lower leaves off, before the flowering i mean. Make it concentrate on its peppers. Looks great im jealous.
Have you considered using a little soda ash? (Like for pools) and water. VERY little amounts. And the lightbulbs are a tad close to the plants.

What ppm do you find is best for seedlings and then for a mature pepper plant? Just starting out and have ordered the GH Flora series for nutrients.

I would say there are a number of key problems.
1. You need to clean that place up, dead leaves everywhere will invite infection.
2. Cut away some of the damaged growth or again you invite infection.
3. Air circulation hlps prevent fungal growth while moving the air around allowing the plant to breath.
4. Full air exchange. Do you have an intake/outlet system?
5. Space! Man they're crammed in there, they need room.

I would try something to snap them out of it. Foliar feed them with Epsom salt. Peppers love it.
