China is a known proliferator to Pakistan and North Korea, which it uses as its twin fists against regional adversaries India and Japan. They've proliferated not just warhead technology but also missile delivery systems. I wouldn't be the least bit surprised if China had a hand in development of Pakistan's tactical nukes. Nor would I be surprised if North Korea suddenly turned up with similar tactical nuclear weapons devices in the future, if past events are any guide.

There is no way that Pakistan can match India in terms of military technology. By continuing to pursue irredentist and expansionist policies, Pakistan is only punching above its weight and burning itself out - even faster than the Soviets did in their competition with the Americans.
