It's obvious that she comes from "the ghetto" because she carrys herself that way. You can also tell that she is intimidated by her opponents who she knows is more qualified for the job. How did she slip through the cracks?

Ms Collins has some sort of thought issues that block proper articulation. I think she too into herself and how people perceive her than helping her constituents.
