I have seen the blue car in these episodes "Mr. Bean", "The Trouble With Mr. Bean", "The Curse Of Mr. Bean", and "Tee Off Mr. Bean" but, I'm not sure which one was the first episode Mr. Bean saw this blue car which gave him a problem.

Thank you. I found it. The name of the episode was "Mr. Bean" where he was on his way to take an exam and the blue car was blocking and driving too slow so out of anger, he sped in front of it causing it to tip over. (I guess from then on every time he saw the car on the road, he decided to be rude to it out of anger). I always thought he was rude to the car because, he either didn't like the color blue, or it was someone who he knows and doesn't like, or he just wanted things his way.

It seems started from the first episode, I think this one you see in the beginning of this video, the blue car drive slow hold the traffic in front of Mr. Bean. since then he always hate it,  but that's their way also of mocking the three wheel. it looks funny and it is called supervan. lol
