Is there a program like SAI? That is FREEE.. I've not found a good

program like SAI anywheres D; I hate GIMP, I only has PSE, Open Canvas

doesn't have good "blur" tool like SAI and Sketch Book Pro doesn't make

fine lines.. I just don't like it XD

@DarrenFanShan You can select with the Lasso, Magic Wand, or just plain 'select' tool. Under the selection tools options you can free transform it.
