Because belly dancing is culture not religion. This is agaisnt Islamic beliefs. Islam promotes modesty and stuff. Scholars always get mad about this... I mean if you she was dancing in front of women only it wouldn't be a problem but men are there so... yeah. Also wearing the burka is almost a cultural thing too, the hijab is a must. Burka is not. Do you get it? I think I was a bit confusing.
