LOL I think what actually happened was that the cat was trying to scratch the dog, so it lifted up its paw to get ready to strike or protect itself. Then the dog was wondering what the cat was doing, he wanted to copy the cat. He couldn't get it right and when he was close to the cat, the cat was alarmed and tried to scratch.
