Port of New York.. 1949.. Yul Brenner plays a drug dealer and he had hair then.
some was also filmed in Penn Station.

That domed building at the beginning was the Manhattan Savings Bank on Bowery. The building is still there, but MSB later became Republic Bank and now HSBC.
The entrance/exit of the Manhattan side of the Manhattan Bridge is in the man's background.
