no,no and no. All you need is a white bed sheet (get a crappy one it dont matter) and then a black marker to draw on a face. There, done :)

They also have felt that already comes with adhesive on the back so alls you have to do is draw/trace, cut out, pell the back off like a cticker and stick! ta daaaaa! way easier than tape and it stays.

I've seen something like this before, they're soooo cute! If you're really crafty (and handy with a sewing machine) you can make real chair slip covers in a similar fashion! So cute though! I might try this for my Halloween party.
