They couldn't have run tender first considering both of their West End passing sidings (Yorklyn and Hockessin) and the main line prior to them were blocked by snow dumped at NVF by contractors dismantling that property...not to mention, Yorklyn hasn't been used in decades for a passing siding due to its condition.
