@REXanadu It only killed the military men, who were creating Heaven Smiles and making the peace that Ulmeyda desired impossible. We know that the blood of Heaven Smiles has supernatural properties, and with Ulmeyda becoming a highly advanced version of a Heaven Smile he probably had the power to choose who would die from contact with his blood. Of course it wouldn't kill Garcian or Clemens since he needed both of them to carry out his plans.

@Seishae No, from what I gathered, it's more like this kid had been drinking his blood for a while ("this blood... it tastes like mr omaeda's!"), probably in small doses to ensure he'd have the same immunities as he (Omaeda) did. So Clarence has the cures AND diseases in him already. Those military men basically just got introduced to about 43253232523 diseases at once, and even with the cure, it wouldn't have been fast enough - really, they died from sheer shock to the system.

well ulmeya explodes because he couldn't handle the heaven smile disease but Clemens doesn't because he had been trained (drinking blood, living in the city, many things) and eventually become as strong if not stronger than Ulmeya

If I remember corectly dan was set up and curtis had an assasin kill him, emir. but thats only if I remember right. this is probably the saddest part of the whole game, but its still awesome. and thx JTHM for clearing that up

Okay, most people dont understand this part. Basically, without going into detail, the Ulmeyda cult drank Andrei's blood because he injected himself with many diseases and overcame them, thus it had healing powers if you slowly drink it. But also, if you touched it without becoming weaned onto it, it burns like hellfire. Good vid. One of my favorite moments form the game to figure out.
