There's two ways:

#1- If you're fast enough throughout the entire way, you can easily use the Mine Detector to find the PAL cardkey somewhere in the nuclear waste water.

#2- If you're slow (especially if you've been slow throughout the entire game), a rat will eat the PAL cardkey. You'll have to find some way to kill the rat and then get the PAL cardkey from it. For example, you can set up Claymore Mines near the air ducts where that rat usually crawls through.
