Is this for PC? I'm just curious.... I have an N64 and I'm considering getting this for it, but the way you don't have any of the wierd effects that come from video-taping a TV screen... And does it really have a track builder?

No, it's for the failed 64DD. F-ZERO X Expansion Kit. 3 new racers (sorta), a new cup and a track editor.
