the problem is caused by the 'lowest' members of the community ie- ex cons, drug abusers, mentally ill violent people- being allowed to live in public housing with civilised people, when they should be locked up or somehow segregated from society for the protection of that society as well as their own well being. I have come to this conclusion after many years of having lived in housing commission, being physically and verbally abused and my life threatened by such the lowest.
